Mongol translation - 4 words

Hi, is there anybody who can translate some words for me. I have a
Mongolian badge with these words (in cyrillic script): HUVSGALT
TEMCLIIN AHMAD ZUTTELTEN (something like that). It's probably some
former communist celebrity or a person's name? It took quite a lot of
time to recognise this as Mongolian language. Thank you!

It is some kind of honorary title. It means
"Veteran of the Revolutionary Struggle".

Not preferred by me. The choice of a digraph for the consonant rendered
as "C" leads to complications with words like "Bats'ux" ("'u" should
reander a front vowel). Using "ts" would imply a spelling like "*Bacux"
which of course is not the case. Using "kh" instead of "x" does not create
any ambiguities, though. The problem is the rendering of front vowels in
general. However, posting in Usenet on a 7-bit basis has its natural
restrictions.
